128,000 IT jobs cut. That is not a warning about offshore legal staffing.
Two numbers, one year, opposite directions. The work changed, not the map.

Outsource Accelerator reported that traditional IT services firms cut more than 128,000 jobs worldwide in 2026. India's global capability centers will add 120,000 specialized technical roles before year end, according to the same report. Same country. Same year. Opposite direction.
India absorbed 25,000 to 35,000 of the global cuts, per that reporting, split between multinationals trimming offshore headcount and domestic IT firms shrinking alongside them. The cause given is AI adoption eating transactional cognitive tasks. So the seats did not move to a cheaper country. They stopped being seats.
What actually got cut
Outsource Accelerator's phrase for the work that went is execution-tier delivery, and it is a precise one. It means work somebody can specify, hand over, and grade against a written standard. Which is exactly the work automation reaches first, because a written standard is the thing automation can be aimed at. It is also exactly the work that was easiest to send offshore in the first place, and it left for the same reason. Those are not two facts. They are one fact, read twice.
The 120,000 roles arriving carry different skill and pay profiles, the same report says. Nobody converted a volume delivery floor into an engineering bench over a weekend. Two populations, one year. Offshore was never a place. It was a category of work, and the category moved.
The line firms already draw
A managing partner reads 128,000 cuts as a warning about offshore staffing generally. The cheap tier got automated, so the rest is queued behind it, and anyone selling headcount is selling a shrinking thing. A partner who has been sold a seat and billed for capability has earned that reflex, and the invoice is what taught it to him. One of these numbers already happened and the other one is a forecast, so weighting the first more heavily is not pessimism. That is a fair reading of an industry priced by the seat. It is the wrong reading of this split, because the line the two numbers fell on is not geography.
The line is whether the output can be checked against something written down. Work travels when it is sorted by whether someone who does not know what the client wants can complete it correctly. The practice worth naming is the other one: handing a hire the tedious tasks rather than the tasks with a written standard behind them. Tedium is not a specification. A vendor's capability deck has never been cross-examined, and neither has that brief.
What it does not change
Thomson Reuters Institute tracks what firms report about staffing pressure and headcount, which is the honest place to look before reading a layoff number as a trend. My own read of the September numbers is narrower. Production got cheaper. Review did not. A firm adding capacity on either side of that line still has one person reading the output, and that person's week has not grown by a single hour.
Somebody still signs it.
