A replacement guarantee only ensures the part it measured
Speed came from the spec, not the recruiter. Legal seats do not fully qualify.

Your paralegal seat is still open months after you posted it, and a developer seat offshore now closes in a day. The difference is not the recruiter. It is how much of the job somebody could write down before the client called.
FinancialContent reported on October 8 that Second Talent launched Hire Offshore in the Philippines, returning vetted developers to the client. The release says a hire can close in two weeks. Pricing runs $2,499 to $5,999 per developer per month, all in, and the client interviews and manages the work while Hire Offshore stays the employer there.
What the stack bought
Second Talent says each candidate arrives already tested against the stack, with a language band attached and a behavioral screen behind him. Read the order of events. All of that was graded before the client existed. The stack was on the record before the client ever spoke. Rails is Rails in Manila and in Austin, so the test can be written years ahead of the buyer who needs it.
That is not a shortlist built for you. That is a shelf, stocked in advance.
Where a firm has one
A firm has a stack wherever the standard belongs to the trade rather than to the firm. Speed like that deserves the distrust it gets. The administrator who got resumes before lunch knows what that morning was worth. But a keyword search matches a resume to an ad. Rails matches a person to a standard the whole trade publishes, graded long before this buyer called.
The practice worth dropping is ranking providers by how fast the shortlist lands. I read turnaround as a fact about the role, not about the provider. A paralegal seat is partly stack: docket rules, cite format, a billing platform, a credential somebody else already examines for. The other half is how this firm decides what belongs in a chronology, and that has no answer key. The months a legal search takes are not the provider dragging its feet. They are the part of the seat nobody wrote a test for.
What a guarantee can cover
The model includes a 90-day replacement, and Second Talent says 92% of developers stay with their team across more than 200 teams that have hired through it. Take both at face value. A replacement guarantee is insurance on the part they measured. They tested the stack, so they can swap in another person who passed the same test, and that is a real promise honestly priced.

The firm-specific half never entered the assessment, so it cannot enter the warranty either. A firm buying on turnaround is buying the shelf and assuming the rest came with it.
Nobody insures the half nobody could test.
